I NEED SOMEBODY THAT CAN REMOVE IPAD ACTIVATION URGENTLY! IN SOUTH AFRICA

Hi, I need urgent assistance as somebody stole my iPad and I managed to get the authorities involved and we successfully recovered my iPad mini. I do not remember my iCloud details to log in and change the Activation email and password etc... The idiots that stole did not know what they are doing. I researched it and I tried everything and all the support guys say is that if you don't know the login details, sorry you cannot get in at all.  Is there anybody that knows how to bypass perhaps? Respond to this advert if you can assist as it is urgent and I can pay for your help.
