April 3] 1894 ¿ September 11, 1971) was a Russian politician who led the Soviet Union during part of the Cold War. He served as First Secretary of the Communist Party of the Soviet Union from 1953 to 1964, and as Chairman of the Council of Ministers, or Premier, from 1958 to 1964. Khrushchev was responsible for the de-Stalinization of the Soviet Union, for backing the progress of the early Soviet space program, and for several relatively liberal reforms in areas of domestic policy. Khrushchev's party colleagues removed him from power in 1964, replacing him with Leonid Brezhnev as First Secretary and Alexei Kosygin as Premier.The transfer of Crimea in 1954 was an administrative action of the Supreme Soviet which transferred the government of the Crimean peninsula from the Russian Soviet Federative Socialist Republic to the Ukrainian SSR.According to the Soviet Constitution (article 18), the borders of a republic within the Soviet Union could not be re-drawn without the agreement of the republic in question. The transfer was approved by the Presidium of the Supreme Soviet of the Soviet Union; however, according to article 33 of the constitution, the Presidium did not have the authority to do so. By the 1960's and 1970's, a large number of African states had gained independence and the Soviet Union increased supply. This situation persisted until the early 1990's when most of the former Soviet allies shed socialism and switched allegiance to the West. Having often been flown by foreign volunteer or mercenary pilots such as the Cubans in Angola and South Africans in Sierra Leone, Soviet/Russian military aircraft can now be seen in countries as varied as Algeria, Libya, the Congo, Ethiopia, Eritrea, Uganda, and Sudan.
