Hedrick Smith was The New York Times' bureau chief in Moscow from 1971 To 1974 and won a Pulitzer Prize for international reporting. Russians are cynical about their government but devoted to their country, friendly to the West but cautious, hopeful of peace but dreading war. They seem to be a people with whom we can deal, but saddled with a difficult rider. "He has an unerring reporter's eye and ear for small but significant nuances of social and political behavior."
